How can you attack a person that keeps on coming at you? I want to be able to choose them and not just counter attack

You can "Direct Attack" a player who is ranked within about 50 above or 50 below you by clicking on your Tier icon in the lower right. Then click on a player you want to attack. If they are available to be attacked, a bubble pops up with the work "Attack" and the amount of coins it will cost to attack. If they have been under too many attacks, the bubble will indicate "Cooldown" and a countdown timer for when they can be attacked again. I'm in the "Immortal Tier", but I seem to be attacked by other players that I don't see in the list of 100 that are available for me to attack. I'm not sure why they can see me, but I can't see them.
